In Notes editor, cannot re-indent bullet after deleting higher-level item

When you delete an earlier part of a list, the lower bullets recede. However, when you delete the higher level bullet that was moved backwards and caused the lower bullet to move down, and then try to hit tab on the lower level bullet (now the only one remaining), it will not allow the tab to work to indent the bullet. You have to delete the bullet before it will allow indentation again.
